Senior Research Economist

Amy Kandilov is a senior research economist in the Health Care Financing and Payment program at RTI International. She earned her PhD in economics from the University of Michigan and has more than 12 years of experience conducting health policy research. For 4 years, Dr. Kandilov served as the project director for the evaluation of the Support and Services at Home (SASH) Demonstration, a mixed-methods evaluation of a housing-plus-services model in Vermont. She has expertise in developing and refining rigorous econometric models to evaluate public policy. Dr. Kandilov’s larger body of work has focused on evaluating health care–related demonstrations for multiple government clients, evaluating Medicare and Medicaid payment systems and payment policy changes, and developing and analyzing quality measures for hospitals and post-acute care settings. Dr. Kandilov has extensive experience designing and conducting quantitative analyses using Medicare and Medicaid claims data, as well as multiple other administrative data sets.
