Kelsey Warren, an economist in the Center for Health Care Financing and Payment at RTI International, currently serves as a research analyst for the Accountable Care Organization (ACO) Program Analysis and Operational Support: Medicare Shared Savings Program. In the past, she has also served as a research analyst and task lead on the development of the prototype Unified Post-Acute Care Prospective Payment System (Unified PAC PPS) for the Centers for Medicare & Medicaid Services (CMS) mandated by the Improving Medicare Post-Acute Care Transformation (IMPACT) Act of 2014.Before joining RTI, Ms. Warren participated in a public health fellowship at a community health system offering comprehensive health services to multiple counties in North Carolina. Her experience from this fellowship includes qualitative and quantitative research on access to health care and patient outcomes, leadership and facilitation of a network of safety net health care providers, and participation in multiple local coalitions/initiatives aimed at improving quality of life and providing resources for community members to better access much-needed health services.
